Scope

The Ontario Provincial Health and Services Directory (PHSD) is the registry that contains authoritative information about health care providers, services and organizations in Ontario that fall within the definition of Health Information Custodian (HIC) or agent of a HIC pursuant to the Personal Health Information and Protection of Privacy Act (PHIPA).

In-Scope

This document provides functional implementation guidance for the HL7 FHIR operations defined to query the Ontario Provincial Health and Services Directory (PHSD). This document is a 'point in time' reference which represents that most current 'dialect' of FHIR Standard for Trial Use that the PHSD supports. This implementation guide is based on FHIR R4.

Note: The business and technical requirements framing PHSD FHIR queries are meant to replace/encompass the PPR HL7 V3 standards PPR query use.

Out of Scope

General PHSD onboarding guidance including delivery methodology, required resources, and conformance testing requirements are currently out-of-scope for this document. Please contact the Ontario Health Registries Product Management Team at oh-ds_registries@ontariohealth.ca to initiate an integration with the PHSD and receive supporting onboarding material.

PPR FHIR implementation guidance pertaining to non-functional connectivity with the Ontario Health Gateway, including PKI certificate and SAML requirements, is currently out-of-scope for this document. Please refer to the cross-reference links defined under the Connectivity sub-section accordingly.

Note: The PHSD implementation guide doesn't support any backward compatibility with the previous Trial Use Provincial Provider Registry (PPR) version(s).

Applying the PHSD HL7 FHIR IG

Ontario Health will be establishing the PHSD HL7 FHIR IG as an interoperability specification under Ontario’s Digital Health Information Exchange (DHIEX) framework.

The following information is provided in accordance with section 28 of O. Reg. 329/04 made under the Personal Health Information Protection Act (PHIPA), 2004.
